Privatisation accelerated in the 1990s. In Europe this was sparked by the liberalisation of markets at the European Union level and budgetary constraints faced by government (Parker, 1999). Privatisation particularly gained momentum in the late 1980s and spread to a wide range of developing economies. Over the last decade a significant proportion of privatisation transactions have been in developing economies and have entailed sales of public utilities. (Cook & Uchida, 2001).
