The European Security Advocacy Group (ESAG) is, according to its now defunct website:

"A group organized after 9/11 in the belief that terrorism is a constant and growing threat. More recent attacks in Madrid and Amsterdam have reinforced the need for our work."

ESAG is a private, non-profit foundation which is under Dutch jurisdiction. The aim of the organisation is raise awareness about the effects of terrorism in Europe. In order to do this, ESAG places adverts in newspapers, magazines and on TV. [1]

In 2004, the Mass Media Authority (MMA) queried the planned showing of ESAG adverts on two Norwegian television stations. The MMA, after viewing ESAG newspaper ads, believed that the TV ads may contain political messages, and if so, this would go against present regulations. [2]
