Genesis 21 Consulting LLC is a Delaware company owned and controlled by an Israeli citizen, Yitzhak Tzahi Daboush. It registered under the US Foreign Agents Registration Act (FARA) on 11 August 2025 (registration number 7631). Its foreign principal is the "Israeli Ministry of Foreign Affairs/Government Advertising Bureau".[1]
The exhibit says the parties "have had verbal discussions and expect to shortly enter into a formal written contract", probably for one year. The company "proposes to provide to the foreign principal strategic communications support, content creation, and influencer outreach aimed at improving Israel's public image". It says this would be done "via digital media, social platforms and advisory support".[2] The registration lists public officials, legislators, educational groups and nationality groups as audiences. It reported no receipts or disbursements at registration.[1] No supplemental statement had been filed by October 2026.
