Alistair James Harris (born September 1973) is a British stabilisation consultant, former diplomat and UN staff member who is the founder and chief executive of ARK Group (ARK Group DMCC). He is also director of the research consultancy Pursue Ltd and has been associated with The Stabilisation Network. He holds an OBE and is an Associate Fellow at the Royal United Services Institute (RUSI). Critical reporting describes him as a presumed or veteran MI6 operative whose companies have conducted covert strategic-communications campaigns for the UK Foreign Office in Syria, Yemen, Lebanon and elsewhere.[1][2][3]

Career

Harris is described by RUSI as a former diplomat and UN staff member. Public profiles state that he worked for the UK Foreign and Commonwealth Office as a diplomat between 1996 and 2002, serving in the Balkans, Central Europe and Pakistan, and then as a war-crimes investigator for the FCO and the UN International Criminal Tribunal for the former Yugoslavia (2002–2005). He has a first-class degree from Emmanuel College, Cambridge, an MLitt in Terrorism and Political Violence from the University of St Andrews, and an MBA from London Business School. RUSI lists him as a specialist in conflict transformation, counter-radicalisation, security-sector assistance and post-conflict stabilisation, with recent work in the Balkans, Pakistan, Afghanistan, Yemen, the Palestinian Territories, Lebanon, Syria and Africa.[1][4]

He founded ARK (Analysis, Research and Knowledge) in Lebanon in 2009. The firm’s stated mission is to “bridge the gap between the aspirations of local communities and the priorities of governmental and multilateral actors.” ARK Group DMCC was registered as a UK foreign company (FC035638) on 11 October 2018; Harris is listed as director and secretary, born September 1973, British nationality, resident in the UAE, with a correspondence address in Dubai Marina. He has also been director of Pursue Ltd (2008–2013) and of Hotch Potch Entertainment Ltd (appointed 18 November 2019; dissolved). He currently works as a Deployable Civilian Expert with the Foreign, Commonwealth and Development Office’s Office of Conflict Stabilisation and Mediation.[2][4]

Companies and funding

ARK and related companies controlled by Harris have received substantial UK and Canadian government funding. FCO/FCDO expenditure records show payments of £3.2 million to Pursue Ltd (2012–2015), £4.66 million to ARK FZC (2013–2015) and £19 million to ARK Group DMCC (2015–2018), plus £4.65 million to The Stabilisation Network (2015–2019). Canadian Global Affairs Canada grants include CAD $2.81 million to ARK FZC (2013) and CAD $3.9 million to The Stabilisation Network (2018). ARK Group DMCC accounts for 2016–2018 show revenue rising from $7.29 million to $18.86 million; Harris’s salary was reported between $240,000 and $300,000. Related-party transactions with other Harris-controlled entities have been noted.[5][4]

Alleged intelligence links and strategic communications

Critical accounts characterise ARK as an intelligence cut-out and Harris as a presumed or veteran MI6 operative. A 2019 Cryptome list of MI6 officers included Simon Wilson, a co-founder with Harris of Hotch Potch Entertainment Ltd. Harris’s official biographies omit or reframe his FCO diplomatic career and mention work in Northern Ireland, which critics note is inconsistent with a standard diplomatic posting. In 2011 ARK and Tsamota supported the establishment of the Syrian Commission for Justice and Accountability (later CIJA). ARK has been linked to the creation and promotion of the White Helmets (Mayday Rescue was spun out of ARK; James Le Mesurier worked at ARK 2011–2014).[5][6]

Leaked Foreign Office documents reported by The Cradle describe multi-channel propaganda campaigns led by ARK in Yemen and Lebanon. In Yemen the campaign used local NGOs, a Facebook page (“Bab”) and WhatsApp groups to undermine sympathy for Ansarallah and amplify pro-coalition narratives; products were presented as the work of an astroturf network called Tadafur. In Lebanon ARK delivered Target Audience Analysis and strategic-communications programming for the British Embassy, including a Get Out The Vote campaign. Harris was reported to have left Lebanon after a 2019 document leak and later returned.[3][7]
