Pax Silica
Pax Silica (also referred to as the Pax Silica Initiative) is a US-led international alliance focused on securing semiconductor and artificial intelligence (AI) supply chains among allied democracies. It was formally launched in December 2025 with Israel as one of the founding member countries alongside the United States, United Kingdom, United Arab Emirates, Japan, South Korea, Singapore, the Netherlands and Australia.[1]
The initiative aims to create a secure, trusted technology corridor that counters supply-chain vulnerabilities and strengthens strategic cooperation in advanced semiconductors and AI.[1]
Israeli and Zionist Involvement
Israel is a full founding member of Pax Silica. Its participation was negotiated and signed by high-level Israeli government officials, including:
- Prof. Avi Simhon – Economic Advisor to the Prime Minister
- Shmuel Abramson – Chief Economist at the Ministry of Finance
- Brig. Gen. (res.) Erez Askal – Head of the National Artificial Intelligence Directorate
In January 2026, the United States and Israel signed a bilateral Memorandum of Understanding on Defence and AI Cooperation in Jerusalem to deepen collaboration under the Pax Silica framework.[2]
Israeli high-tech industry is deeply embedded in the alliance. Nvidia operates its largest R&D hub outside the United States in Israel (employing over 5,000 engineers across Tel Aviv, Jerusalem and Beersheba). As part of the initiative, Israel proposed a new multibillion-dollar Nvidia technology campus in Kiryat Tivon to anchor its role in the semiconductor supply chain.[1]
No independent Jewish-owned or privately run companies are listed as direct signatories or owners of the Pax Silica framework itself. The involvement is state-level through the Government of Israel and its official technology and defence agencies.
Key Components
- Secure semiconductor and AI supply-chain cooperation
- Intelligence-sharing and counter-measures against supply-chain risks
- Joint technology development, including AI and defence applications
Funding and Governance
Pax Silica is a government-to-government initiative coordinated by the US State Department and partner foreign ministries. No public information has been released on private funding sources or corporate ownership of the alliance itself.
Criticisms
Left-leaning outlets such as Mondoweiss have described Pax Silica as a mechanism that integrates Western capital with Israeli surveillance and defence architectures, using the region as a testing ground for automated wartime technologies.[3]
