The Professional Head of Intelligence Assessment (PHIA) is the head of the UK Intelligence Analysis profession. The post was established in 2005 following the Butler Review and sits within the Joint Intelligence Organisation (JIO) in the Cabinet Office. The PHIA leads the development of analytical tradecraft, professional standards, staff development, and the cross-government Intelligence Analysis community (over 1,700 analysts). All-source analysts must adhere to the PHIA Common Analytical Standards and Probability Yardstick.[1][2]
Role
The PHIA is responsible for setting and maintaining professional standards across government intelligence analysis, designing and delivering training through the UK Intelligence Assessment Academy, and advising on analytical methodology. The role is often held by the Head of the JIO (who is also JIC Chair).[1][3]
