British community interest company specialising in open-source investigations into human rights abuses and conflict
Centre for Information Resilience (CIR) is a British community interest company (CIC) founded in 2020 that conducts open-source intelligence (OSINT) investigations to document human rights abuses, war crimes and disinformation in conflict zones.
History
CIR was incorporated on 16 June 2020 as a private company limited by guarantee without share capital. It is registered at International House, 36-38 Cornhill, London. Its SIC code is 70210 (public relations and communications activities).

CIR has two current directors, who are also its co-founders. No former directors are recorded on Companies House.

Work with the FCDO
Since 2021 the FCDO has paid CIR over £23 million (as detailed in programme spending records). CIR ran the Myanmar Witness programme after the 2021 coup, collecting and verifying evidence of human rights violations for potential legal use. It also operated the Conflict and Security Monitoring Project, the UK's largest open-source monitoring of incidents in Israel, Palestine and Lebanon. This included a database of 26,000 verified incidents since 7 October 2023, used for arms export licensing decisions, war crimes assessments, and embassy rapid analysis. The project was closed in April 2026 due to FCDO budget cuts.
Activities
CIR specialises in open-source investigations, digital verification and capacity-building with local partners. Key projects include:
- Eyes on Russia – tracking Russian forces and atrocities
- Sudan Witness – conflict documentation and data hub
- Myanmar Witness – post-coup human rights evidence
- Israel–Gaza Conflict Map – verified incident mapping
- Investigations in Syria, Eastern DRC, West Africa, Afghanistan and Ethiopia
It produces reports, maps, timelines and media collaborations focused on accountability in conflicts.
