The Center for American Progress (CAP) describes itself as 'an independent nonpartisan policy institute'.[1] It identifies as progressive.[1]

CAP was founded in 2003, with funding from liberal philanthropists Herb and Marion Sandler, as a counterweight to conservative think tanks like the Heritage Foundation and the American Enterprise Institute.[2]
