Terrorism research institute are defined here as thos research bodies that are based inside univeristy or higer eduation establishments. This is to distinguich them in principle from [ terrorism think tanks], which exist in the private realm. There are obviously some organisations where this distinction is less than clear as in the case of institutes that were formerly associated with particular universities such as CSIS (with Georgetown University in Washington DC) and FPRI (with the University of Pennsylvania in Philadelphia]]), but which are now independent of them. The distinction we make here is that the organisation is a university institute if it is fully integrated into the university structure, something which was never the case with either the CSIS or FPRI.
