In 1990 atmospheric physicists Fred Singer founded the Science and Environmental Policy Project to promote science as a credible basis for health and environmental decisions, the project also realised the importance of attaining cost effectiveness due to interlinked commercial interests. In addition it is acknowledged that commercial costs are passed onto the average citizen in terms of higher taxes and service charges. Over time the project has achieved authority and credibility and is widely cited in media and political articles. [1]
