I got quite confused as there was more than one Bush. Added a "George W." to one to clarify, pls check it's correct. Also I momentarily thought that "Governor Bush" might be Jeb, dubya's brother, but I assume you mean dubya after he became governor of Texas.

Bush’s so-called “iron triangle."-- what is this? Brief definition would be good.
