David Tanner is a former prison service manager who led Serco's successful rebid for Yarl's Wood IRC in 2014.[1]

Scottish Prison Service
HMP/YOI Glenochil
Tanner was a prison custody officer at HMP/YOI Glenochil from May 1985 to September 1995, where he was responsible for the "day to day front line management of long-term male convicted prisoners."
HMP Shotts
He was a shift manager at MP Shotts from September 1995 to May 1997 where he was responsible for "the management of a Maximum Security Category ‘A’ Unit which accommodated those prisoners who's behaviour within mainstream establishments presented severe management problems and a general risk to security, good order and control."
HMP Barlinnie
Tanner was a unit manager at HMP Barlinnie from May 1997 to March 1999 where he was responsible for the "effective management of a diverse range of unitary industrial and training workshops which provided purposeful and meaningful employment for prisoners in custody, ensuring that the opportunities offered provided a positive constructive regime, were aligned to transferable skills for release and where appropriate supported by nationally accredited qualifications."
HMP Dungavel
He was Head of Prisoner Activities & Services at HMP Dungavel from April 1999 to April 2000. "Following the closure announcement of the prison in October 1999, [Tanner] successfully project managed all aspects of the final operational wind-down of the establishments whilst maintaining the appropriate level of care to prisoners in line with organisational policies and standards."
HMP Shotts
Tanner was Residential Hall Governor at HMP Shotts from April 2000 to April 2001.
SPS HQ
- He was an Executive Liaison Officer at the Scottish prison service HQ from 2001 to 2003, "responsible for managing the communication interface between the Operations Director’s office, Prison Governors, other SPS HQ Directorates, HMCIP and Scottish Government Criminal Justice Departments."
- He was Head of Planning & Specification for the Scottish Prison Service from 2003 to 2009.
- Tanner was Project Manager (New Prisons) for the Scottish Prison Service from 2009 to 2010, working on HMP Low Moss, HMP Grampian and HMP Inverclyde.
Serco
From June 2010 to December 2012 Tanner was a bid manager and deputy bid director for Serco in London. He acted as the "operational Duty Director for Serco Home Affairs Division as a Single Point of Contact for operational issues (inc. major incidents) and liaising with Gold Command within Ministry of Justice." He won the "South Yorkshire Cluster (3 prisons) and HMP Northumberland cluster (2 prisons) as part of Phase 2 Market Test Prisons at Stage 1, valued at over £650m. Procurement rules prohibited both clusters being awarded to a single provider so proceeded to preferred bidder status with the South Yorkshire cluster."
Yarl's Wood
In 2013 Tanner became a bid director for Serco working on the company's re-bid for Yarl's Wood IRC. He claims he "Led and won Serco’s rebid for Yarl’s Wood Immigration Removal Centre." Tanner is a Non Executive Director of the Yarlswood Immigration Centre Contract Board. He continues to act as "Duty Director for Serco's Custodial and Immigration Estates and Prisoner Escorts Contract as Single Point of Contact for operational issues (inc. major incidents) and liaising with Gold Command within Ministry of Justice."
