William vanden Heuvel was a corporate lawyer in the same firm as William Donovan, and served as Donovan's special assistant during his tenure as ambassador to Thailand in 1953-4. In 1957, he became chair of the executive committee of the International Rescue Committee (IRC). From 1961 to 1970 he served as IRC president.[1]
