William Simon co-founded the Institute for Educational Affairs with Irving Kristol. As Treasury Secretary he advised Gerald Ford against bailing out New York in 1975, a development that eventually ushered in the neoliberal turn.[1] He later went on to head the ultra-conservative Olin Foundation.
