Joschka Fischer is a former German foreign minister and co-founder of the German Green movement. Fischer was also the principal cause for the split in the Green movement and the formation of the realos faction (i.e., the realists). While in government he was one of the principal proponents of the bombing of Serbia in 1999 and for the split-up of former Yugoslavia. He was and remains one of the principal European proponents of "humanitarian intervention".
