Gavin Kelly is a former special adviser, who worked as deputy chief of staff at Number 10 Downing Street from 2007 till 2010.

Before this he was a member of the Council of Economic Advisors at the UK Treasury, and a senior adviser to the Secretary of State at the Department for Education and the Department for Communities and Local Government.

Kelly was also deputy head of the Prime Minister’s Strategy Unit, and a member of Tony Blair’s policy unit. [1]
