Ken Flower was the first head of the Rhodesian Central Intelligence Organisation when it was created following the dissolution of the Central African Federation in 1963.[1]

The Labour Foreign Secretary in the late 1970s, David Owen, has stated: "The head of Rhodesian Intelligence, Ken Flowers, was also on our side. So I was well aware of what Ken Flowers was claiming was being done, and I used to read the reports."[2]
