On 20 September 2013 the Commission opened a statutory class inquiry into charities that had failed to file annual documents for two or more years in five and met income criteria. Yad Vochessed was included. Missing returns for years ending 30 September 2011 and 2012 were filed on 3 September 2013 and 4 December 2013. The published report (25 April 2014) found mismanagement and misconduct and a breach of legal duties: the company had filed accounts at Companies House but not with the Commission. Two sets of accounts brought more than £3.2 million of income onto the register. The charity left that inquiry once filings were complete. Yad Vochessed Association Limited was one of the first ten charities entered. The Commission issued an immediate order temporarily stopping charities under inquiry from issuing cheques without prior consent. Yad Vochessed Association Limited (company 05219183; charity 1112797) is an Orthodox Jewish grant-making charitable company based in Stamford Hill, London. It was incorporated on 1 September 2004 and registered with the Charity Commission for England and Wales on 23 January 2006.[1] The register activity line is “to reduce poverty suffered by the Jewish community in the UK and overseas.” Objects in the memorandum: to advance religion in accordance with the Orthodox Jewish faith; the relief of needy persons; and other purposes charitable in English law. Area of benefit is not defined; “in practice worldwide.”[2]

Alleged or apparent misdeed

2013–14 double-defaulter inquiry

On 20 September 2013 the Commission opened a statutory class inquiry into charities that had failed to file annual documents for two or more years in five and met income criteria. Yad Vochessed was included. Missing returns for years ending 30 September 2011 and 2012 were filed on 3 September 2013 and 4 December 2013. The published report (25 April 2014) found mismanagement and misconduct and a breach of legal duties: the company had filed accounts at Companies House but not with the Commission. Two sets of accounts brought more than £3.2 million of income onto the register. The charity left that inquiry once filings were complete. The GOV.UK publication was withdrawn on 13 March 2019 as older than two years; the PDF remains available.[3][13]

2025 cashed-cheques class inquiry

On 14 May 2025 the Commission opened a new statutory class inquiry after an unannounced HMRC visit to a company in Hackney found that 105 charities had cashed cheques there worth £22 million between December 2021 and March 2023. Yad Vochessed Association Limited was one of the first ten charities entered. The Commission issued an immediate order temporarily stopping charities under inquiry from issuing cheques without prior consent. The inquiry examines transfer of funds, trustee oversight of cash, and whether cash was used for charitable purposes.[4] A class inquiry is not a finding of guilt. As of 9 September 2026 four other charities in later tranches had been closed out of the inquiry; this charity was not among them. The live register still shows a regulatory alert that an inquiry is open.[14]
