Graham Hand has been Chief Executive of British Consultants and Construction Bureau since May 2004 his Powerpoint presentation of BCCB is on-line Hand joined the Diplomatic Service in 1980 after 10 years as a regular Army officer [1]. His diplomatic postings at home included two years in the Foreign Office Press Office, a year working on policy issues in the then ODA and taking charge of the newly formed FCO Human Rights Policy Department, from 1992-94 [2]. He is also the Chairman of Partners for Environmental Co-operation in Europe, which includes Tariq Ali [3].
