From the IFES staff biographies:

Robert L. Livingston is the President of the Livingston Group, a consulting firm he founded after 22 years in Congress; first elected to the U.S. House of Representatives in a special election in 1977—the first Republican to represent Louisiana’s First Congressional District in 102 years; from 1995 through 1998, served as the Chairman of the House Appropriations Committee; served on the House Select Committee on Intelligence and for the maximum period of six years; was chosen by his peers to serve as Speaker-designate for the 106th Congress.[1]

Robert Fisk reports:

Former Representative Robert L Livingston, a Louisiana Republican, has already picked up $12m from the Turks for his company, the Livingston Group, for two previously successful attempts to pervert the cause of moral justice and smother genocide congressional resolutions. He personally escorted Turkish officials to Capitol Hill to threaten US congressmen. They got the point. If the resolution went ahead, Turkey would bar US access to the Incirlik airbase through which passed much of the 70 per cent of American air supplies to Iraq which transit Turkey.[2]
