Cofer Black

Joseph Cofer Black, known as Cofer, is the Vice Chairman of the American mercenary organization Blackwater USA and Chairman of Total Intel. He is the former Coordinator for Counterterrorism at the U. S. State Department, and a former Director of the CIA's Counterterrorism Center. Black is known for his leading role in the CIA's worldwide kidnapping and torture programme, generally known as 'extraordinary rendition'.[1]
