To make the <ref> to be visible at the bottom I changed these to <ref_temp>... Otherwise they wouldnt be visible. Notice that the footnotes go off-phase at the 29 to 30 point... Hmmmm... It will require quite a bit of work to sort this out. First, there seem to be more ff than ff#s in the text -- so, somewhere someone left out some ff#s in the text.
I have reformated the remaining ff so that they can be cut and pasted to their final destination once the synchronization issue has been dealt with. To make the <ref> to be visible at the bottom I changed these to <ref_temp>... Otherwise they wouldnt be visible. Also, here and there i entered a few HTML comments which arent visible in view mode, but only in edit mode.
