ARK Group (also known as ARK, ARK Group DMCC and formerly ARK FZC) is a Dubai-based stabilisation, development and strategic-communications contractor founded by Alistair Harris. It delivers programmes in fragile and conflict-affected states for government and multilateral clients, with a particular focus on the Middle East. The firm operates primarily through the DMCC free-zone entity ARK Group DMCC and has been linked to UK-funded strategic-communications campaigns in Syria, Yemen and Lebanon, including early support for the White Helmets.[1][2][3]
History and structure
ARK was established by Harris in Lebanon in 2009. ARK FZC was registered in Dubai in 2011; James Le Mesurier (later founder of the White Helmets / Mayday Rescue) was a director. ARK Group DMCC was incorporated in the Dubai Multi Commodities Centre free zone (registration DMCC23550) and registered as a UK overseas company (FC035638) with its first UK establishment opened on 12 September 2018 (UK establishment number BR020723). Harris is listed as director and secretary, born September 1973, British nationality, resident in the UAE. The licensed activities are consultancy and management services. A UK support entity handles staffing and compliance; ARK Group DMCC is the principal contracting and delivery vehicle.[1][4][5]
The company describes itself as a social enterprise delivering stabilisation, development and capacity-building programmes. Core expertise includes research and analysis, programme design and management, capacity development, and monitoring and evaluation. It works at the intersection of governance, security and community resilience and states that it partners with local stakeholders. Offices and partners are listed worldwide; recent work has included Lebanon, Jordan, Yemen, Syria, Morocco, Indonesia, Nigeria and Haiti.[5][2]

- Hotch Potch Entertainment Ltd (UK, company number 12318543) – motion-picture production company founded 2019 by Harris and Simon Wilson (the latter appearing on a 1999 Cryptome list of MI6 officers); dissolved.
Related-party transactions between these entities appear in ARK Group DMCC accounts for 2016–2018.[6][4]
Funding
FCO/FCDO expenditure records show payments of approximately £4.66 million to ARK FZC (2013–2015) and £19 million to ARK Group DMCC (2015–2018), plus further sums bringing the total since 2016–17 to around £25 million across more than 20 projects. Programmes have included security stabilisation and communications in Lebanon, security-sector reform in Jordan, support to Syrian voices and civil society, community resilience in Yemen, and work on sexual and gender-based violence. Global Affairs Canada has awarded millions to ARK FZC and ARK Group DMCC; cumulative Canadian funding to Harris-controlled entities (ARK and The Stabilisation Network) has been reported in the region of CAD $20–30 million.[6][7][4]

Strategic communications and Syria
Leaked Foreign Office documents and critical reporting describe ARK’s role in UK-funded strategic-communications programmes. In 2011 ARK and Tsamota supported the establishment of the Syrian Commission for Justice and Accountability (later CIJA). ARK created the Basma media platform and ran social-media accounts and communications campaigns for the White Helmets (Syria Civil Defence), including an internationally focused campaign “to keep Syria in the news.” Mayday Rescue was spun out of ARK; Le Mesurier worked at the firm 2011–2014. Similar multi-channel campaigns have been documented in Yemen (using local NGOs, the Facebook page “Bab” and the Tadafur network) and Lebanon (Target Audience Analysis and Get Out The Vote programming).[3][9][6]
