The Colloquium on Covert Action was held in Washington D.C. on 30-31 December 1981.[1] The gathering, convened by the Consortium for the Study of Intelligence, involved "over sixty academics, current and former intelligence practitioners from the US and abroad, and Congressional specialists on intelligence."[2]
