Walter Bell was a former barrister who helped to run the MI6 office in New York prior to World War Two. During the war he joined British Security Coordination where he worked closely with the Office of Strategic Services (OSS). On his return to London, he became MI6 liaison officer with OSS.[1]
Bell returned to Washington in 1945 as First Secretary to the British Ambassador, Lord Inverchapel.[2]
