David Skaggs is the Executive Director of the Center for Democracy and Citizenship at The Council for Excellence in Government. He is also Of Counsel to a Washington-based law firm and an Adjunct Professor at the University of Colorado. Previously, Mr. Skaggs was a six-term Democratic U.S. Congressman from Colorado and a three-term member of the Colorado legislature. [1]

Born on February 22, 1943, David Skaggs graduated from Cranford High School in 1960. He served for 3 years in the United States Marine Corps (1968-1971) and 7 years in the united States Marine Corps Reserve (1971-1978). [2]
