Peter Richard Nicholson (born June 1958) is a former UK military intelligence officer who co-founded the security and justice consultancy Tsamota Limited and later served as Head of Investigations at the Athletics Integrity Unit. He has worked on war-crimes investigations at the International Criminal Tribunal for the former Yugoslavia, the International Criminal Court and a UN commission in Lebanon, and has held senior investigative roles in Australia, Pakistan, Afghanistan and Russia.[1][2]

Military and early career

Nicholson spent time as a UK military intelligence officer in the rank of Major, latterly focused on the former Yugoslavia, and previously served in the Iraq Gulf War (Operation Desert Storm). Critical accounts of CIJA and Tsamota describe him as a British military intelligence officer who founded Tsamota with William Wiley.[1][2]

International investigations

He spent nine years as a team leader at the UN Yugoslav Tribunal investigating war crimes, crimes against humanity and genocide (including the Srebrenica genocide) and managed the fugitive-tracking team that searched for indicted war criminals. He spent four years at the International Criminal Court from its inception, investigating the Lord’s Resistance Army in Uganda and later rebel forces in the Democratic Republic of Congo. He spent almost two years investigating political assassinations in Lebanon, including that of the former Prime Minister, as Chief of Investigations at the UN Commission in Lebanon.[1]

Australia, Pakistan and Afghanistan

He emigrated to Australia and became a citizen, working as a senior investigator at a federal agency for two years and joining the Australian Defence Force Reserve Intelligence Corps, where he served for nine years. He lived in Pakistan for two years working on counter-terrorism and justice reform with the Pakistani Government, and afterwards for the Australian Department of Foreign Affairs in Uruzgan, Afghanistan, living there for two years as the coordinator for stabilisation.[1]

Anti-doping and athletics integrity

He was sent by the World Anti-Doping Agency to Russia, living in Moscow for two years rebuilding the Russian Anti-Doping Agency (RUSADA). In 2017 he moved to the Athletics Integrity Unit as head of its investigations and intelligence team.[1]

Tsamota and related companies

Nicholson was a director of Tsamota Limited (company number 06024111), incorporated 11 December 2006. Companies House-related records list him as born June 1958, of British/Australian nationality, with a correspondence address at 145-157 St John Street, London, EC1V 4PY. He is reported to have resigned in 2011 (or earlier in some secondary listings). Caroline Nicholson has been listed as secretary of the same company. Critical accounts state that Tsamota was founded by Nicholson and Wiley, that the firm is co-located with and shares personnel with the Commission for International Justice and Accountability (CIJA), and that both men are former military intelligence officers.[3][2][4]
