Incisive Health is a health policy and communications company, based in London and founded in 2013.

The three founding partners are all former members of lobbying firm MHP.

  • Bill Morgan, founding partner. Former policy special adviser to Andrew Lansley at the UK Department of Health and member of lobbyists MHP Communications healthcare team.
  • Richard Douglas; senior counsel. Douglas was finance chief in the Department of Health until May 2015. Described by Incisive as 'one of the most influential civil servants in the NHS’s history, he is widely respected in 10 Downing Street, HM Treasury and across government for his track record in controlling the £100 billion NHS budget for well over a decade.'[2]
  • Professor Mike Richards; senior counsel. Richards is former Chief Inspector of Hospitals in the NHS.
  • Caroline Gordon, account director. Former parliamentary advisor to Yvette Cooper MP and account director at lobbyists Connect Communications.[3]
  • Agnes Brandt, previously worked in the European Parliament on health policy and EU regulatory matters.
  • Christiane Kellner, consultant. Previously worked at the European Commission and the European Parliament.
  • Toby Hannam, formerly worked in the parliamentary office of George Freeman MP, where he supported him in his role as Government Life Sciences Advisor.
