Paul Kirby

Paul Kirby is the global head of government at 'Big Four' accountancy firm KPMG and the former head of policy unit at 10 Downing Street.

Career

Kirby joined KPMG in 2005 and from February 2011 he had a two year secondment as the head of policy unit at 10 Downing Street.[1]

During his time in the policy unit he authored the Open Public Services White Paper which shaped the public sector reforms program[2] and suggested 'the boundaries between public, private and third sector provision should melt away'.[3] Kirby had set out the blueprint for these reforms in a paper written whilst he was still at KPMG.
