Raphael Perl is the Head of the Action against Terrorism Unit for the Organisation for Security and Cooperation in Europe (OSCE). [1]

He was previously a senior analyst for terrorism policy with the Congressional Research Service of the Library of Congress in Washington. A graduate of Georgetown University's Foreign Service and Law schools, he is the author of more than 100 congressional and academic publications on the topics of international terrorism, including International Terrorism: Threat, Policy, and Response (Congressional Research Service (CRS) 2006) and Trends in Terrorism, (Congressional Research Service (CRS) 2006). Mr Perl speaks regularly at academic institutions and governmental policy fora.
