The WSTA, one of the most powerful alcohol industry trade associations, announced in March 2012 that Beale's appointment would begin in June 2012.  Prior to joining WSTA Beale was Deputy Director for EU and international agriculture policy at the. Department for Environment, Food and Rural Affairs (DEFRA) Before that he was based in the Cabinet Office where he was deputy director for European and global issues. He has also worked in the Department for Communities and Local Government.
