Ian Scrupps is a former immigration officer who has worked in senior positions at two companies running immigration detention centres in the UK and Australia.[1]

Home Office

Scrupps worked in the civil service from November 1990 to December 2006.

  • Immigration officer, ports and enforcement
  • Seconded to Foreign and Commonwealth Office in Cairo as Entry Clearance Officer in 1996.
  • Chief immigration officer in DEPMU dealing with detention and escorting
  • Her Majesty's Inspector "in Detention Services with a national remit for operations including the Bid decision for Yarl's Wood IRC and the UKBA lead on the build, start up and implementation of Colnbrook IRC in 2004."
  • Contract Manager for Colnbrook.

Serco

Yarl's Wood

Scrupps became a Business Development manager for Serco from 2007 to July 2008. (The company held Home Office contracts for Yarl's Wood IRC and Colnbrook IRC.) His work for Serco included transition their new contract for Yarl's Wood IRC and he "developed and led a Pilot to the Home Office on enforcement."

Australia

Between 2007 and 2008, Scrupps "Supported various successful bids including DIAC in Australia", a reference to Serco's contract for immigration detention facilities in Australia.

Colnbrook

Scrupps was Deputy Contract director for Serco at Colnbrook IRC from August 2008 to January 2010. He was responsible for "day to day operations including safety and security, compliance and staffing. Led on full staffing review including roster, overtime spend, sickness, tasking to reduce costs and improve operational efficiency. Delivered exemplary performance against contract and provided key stakeholder engagement. Initially seconded to Colnbrook IRC to provide Compliance and Assurance following contractual and performance issues and improved customer relationship, and reduced Service Credits."

Business Operations Manager

He was a Business Operations Manager for Serco in Hook, UK from January 2010 to May 2011. He reported to the "Operations Director of Field Services and Immigration to support Business Development, Contract Negotiations, Compliance and Operational needs across 9 different contracts."

Australia

From May 2011 to November 2011 he was an Operational Improvement Manager for Serco in Sydney, Australia.He has a "national remit in Transport and Escort across Australia to deliver improvements in operations, overseas escorting, compliance." He says that he "worked closely with Australian Government to develop processes around overseas escorting, in-country escorting and charter operations and Government training."

Contract manager

Scrupps was a contract manager for Serco in Croydon/Hook, UK from December 2011 to January 2013. He "developed new proposals to assist the UK Border Agency in Caseworking and Contact Management leading to a large-scale Government tender."

G4S

Operations support manager

In March 2013 Scrupps joined G4S Care and Justice as an operations support manager on immigration/border contracts for five months. He was recruited "to support wholesale operational transition" and secured a permanent role within COMPASS [the Home Office's asylum seeker housing contract] and G4S.

Head of Technical Services

In September 2013 Scrupps was made Head of Technical Services for G4S in its 'Central Government services' division. He continued to work on Home Office contracts in this role.
