Gavin Kelly is a former special adviser, who worked as deputy chief of staff at Number 10 Downing Street from 2007 till 2010. Prior to this Gavin was a member of the Council of Economic Advisors at the UK Treasury, as well as senior adviser to the Secretary of State at the Department for Education and the Department for Communities and Local Government. Kelly was also deputy head of the Prime Minister’s Strategy Unit, and a member of Tony Blair’s Policy Unit. 
Before working in government Kelly was director of research at the Institute of Public Policy Research and the Fabian Society. Kelly also taught economics and politics at the University of Sheffield.
