Cofer Black is the Vice Chairman of the American mercenary organization Blackwater USA. He is the former Coordinator for Counterterrorism at the U. S. State Department, and a former Director of the CIA's Counterterrorism Center. Black is known for his leading role the CIA's worldwide kidnapping and torture programme, generally known as 'extraordinary rendition'.[1]
