Richard Rosenzweig is Chief Operating Officer, manager and executive of [[Natsource LLC]], a major American carbon trading and finance firm. Prior to joining Natsource in 2000 he was Chief of Staff to the U.S. Secretary of Energy where he co-developed national carbon offsetting plans.

As Chief of Staff, Mr. Rosenzweig was responsible for the development of global climate change policy. In that role, he participated in the development of the first U.S. Climate Change Action Plan, which included the first carbon offset program to reduce greenhouse gas emissions. Mr. Rosenzweig has written extensively on the greenhouse gas market, the impacts of trading system design, and the role of technology in addressing climate change.
