Stewart was Westminster correspondent for STV from 2000 until 2009.

Between 2009 and 2010 he was head of communications for the [[Iraq Inquiry]].

In 2009 he was also handed his first role in government, as chief press officer in the [[Cabinet Office]], before being appointed press secretary to the Deputy Prime Minister, [[Nick Clegg]], between May 2010 and November 2010. He was head of news at The [[Department for Environment, Food and Rural Affairs]], November 2010 to September 2011 and head of news and external communications, September 2011 until December 2013.

In December 2013 he was appointed director of communications at The [[Department for Environment, Food and Rural Affairs]], December 2013 to September 2014.
