The risk of physical harm to EN30 from members of the groups targeted by them has been assessed by the risk assessor as low. I accept that assessment. But for the factors set out in the closed note which accompanies these reasons, I would have been minded not to make a restriction order in respect of EN30's real name. They cannot be disclosed openly, but require the making of such an order.
