:: EN30 was a cover officer for a little over six years. EN30 was the cover officer for two undercover officers whose deployments are of significant interest to the Inquiry. The risk of physical harm to EN30 from members of the groups targeted by them has been assessed by the risk assessor as low. I accept that assessment. But for the factors set out in the closed note which accompanies these reasons, I would have been minded not to make a restriction order in respect of EN30's real name. They cannot be disclosed openly, but require the making of such an order. &lt;br /&gt;
