Prior to World War Two, Seiferheld helped [[Karl Frank]] raise funds for the German underground. He joined the [[Emergency Rescue Committee]] on its formation as treasurer, a role he retained when it merged into the [[International Rescue Committee]] (IRC) in 1942. From these positions he was able to maintain an extensive network of contacts among German anti-fascist exiles.<ref name="Chester18">Eric Thomas Chester, Covert Network: Progressives, the International Rescue Committee and the CIA, M.E. Sharpe, 1995, p.18.</ref>

Seiferheld was an early recruit to the [[Office of Strategic Services]], becoming a senior counterintelligence official, and was close to its head, [[William Donovan]].<ref name="Chester18">Eric Thomas Chester, Covert Network: Progressives, the International Rescue Committee and the CIA, M.E.
