Allan has worked for the UK government since 2000, primarily within the [[Foreign, Commonwealth & Development Office]] (FCDO) and its predecessor departments.

His previous roles include:
* Director, International Strategy and Engagement at the [[Department for International Trade]] (DIT), 2019–2023.<ref name="AllanGOVUK" />
* Her Majesty’s Ambassador to Uzbekistan, 2015–2019.<ref name="AllanGOVUK" />
* Deputy Head of Mission in Ethiopia, 2011–2014.<ref name="AllanGOVUK" />
* First Secretary for Energy and Environment in Tokyo, 2003–2006.<ref name="AllanGOVUK" />

He has also held FCDO roles covering security policy, South Asia, and environment policy.

== Education ==
Allan holds a degree in Natural Sciences and Social and Political Science from Cambridge University and an MSc in Environment and Development from the London School of Economics (LSE).<ref name="AllanGOVUK" />
