Sir Andrew has been [[Chief Surveillance Commissioner]] since 1998. He retired from the Court of Appeal in 1997, having been appointed a Lord Justice of Appeal in 1990.&lt;br /&gt;

:Born on 8 November 1930, Sir Andrew was educated at Eton and King's College, Cambridge. He was called to the Bar (Inner Temple) in 1954, and made a Bencher in 1976. Sir Andrew was appointed Queen's Counsel in 1972. His first judicial appointment was as a Recorder from 1974 to 1982, when he was appointed a High Court Judge in the Queen's Bench Division assigned to the Commercial List.&lt;br /&gt;
