Rutland was born in May 1978.<ref name="Companies"/> He holds a BA in War Studies from [[King's College London]].<ref name="Declassified"/>

== Career ==
Rutland served for 14 years in the [[Foreign and Commonwealth Office]] (FCO, later [[Foreign, Commonwealth and Development Office|FCDO]]), including in its Communications and Engagement Department.<ref name="Declassified"/> He was posted as a diplomat and spokesperson at the British Embassy in Jakarta, Indonesia.<ref name="Declassified"/>

In 2020 he co-founded the [[Centre for Information Resilience]] with [[Ross Burley]], serving as director and person with significant control since 16 June 2020. He is also a director of [[CIR Ltd]] (appointed 8 August 2022). His work at CIR has been described as identical to his previous FCDO roles.<ref name="Declassified"/><ref name="Companies"/>

He previously served, with Burley, as a director of [[Blackbird Studios Ltd]] (dissolved).<ref name="Companies"/>
