Toby Orr

Toby Orr was made director of communications at the Department for International Trade in May 2017.

Prior to that, Orr was a senior partner at the lobbying firm Portland, where he worked since May 2004. He founded Portland's 'international offering' in 2007, and 'works with governments, NGOs and companies around the world, with particular expertise in Africa.

Orr previously worked as a consultant at Weber Shandwick in 2000, and was a research associate at the Adam Smith Institute in 1996. [1]

He is also a co-founder of Africa Practice, a specialist investment and development communications consultancy.

Orr worked in the 2005 General Election team for Michael Howard, Conservative Party leader. In 2001 he was Campaign Aide to Andrew Lansley, Conservative Party Chief Election Strategist. [2]
