The International Terrorism and Energy Security Conference was held on 15 – 16 June 2006. In response to a request under the Freedom of Information (Scotland) Act 2002, the University of St. Andrews admited holding a draft programme for the event but refused to disclose after the conference organisers Eden Intelligence objected to its disclosure:

The University holds a draft programme for this event, which originated from Eden Intelligence and was clearly marked as being ‘Confidential’ and for internal use only. Eden Intelligence has

informed us in writing that they would object to the release of this document and would consider taking legal action against the University in the event of its unauthorised disclosure. The University is therefore withholding the document under the exemption under Section 36 of the

Act: Confidentiality. [1]
