Raphael Perl is the Head of the Action against Terrorism Unit for the Organisation for Security and Cooperation in Europe (OSCE). He was previously a senior analyst for terrorism policy with the Congressional Research Service of the Library of Congress in Washington. A graduate of Georgetown University's Foreign Service and Law schools, he is the author of more than 100 congressional and academic publications on the topics of international terrorism, including International Terrorism: Threat, Policy, and Response (Congressional Research Service (CRS) 2006) and Trends in Terrorism, (Congressional Research Service (CRS) 2006). Mr Perl speaks regularly at academic institutions and governmental policy fora. He has also testified before Congress on terrorism policy issues, including the 9/11 Commission Report recommendations.[1]
