Patrick Basham is the director of the London and Washington based think tank the Democracy Institute[1]. Basham is also the founding director of the Social Affairs Center at Canada’s Fraser Institute, and senior fellow with the Cato Institute’s Center for Representative Government[2][3].

Basham worked with the tobacco industry front group the Fraser Institute[4][5] as a lobbyist as recently as the year 2000[6][7][8][9]Cite error: Closing </ref> missing for <ref> tag. Basham has co-authored a number of research papers with another tobacco industry lobbyist John Luik who works with Basham at the Democracy Institute[10].
