Near East Report is AIPAC's inhouse publication which was launched by I.L. Kenen with startup funding from the Jewish Agency, violating the Foreign Agents Registration Act restrictions on funding of propaganda for a foreign state. The funds were siphoned through the American Zionist Council, which would eventually be forced to register under FARA by the Kennedy Administration.[1]
