Max Brauer was Mayor of Hamburg in the early 1950s.

Brauer was Mayor of Altona in the early 1930s. With the rise of the Nazis he fled to the United States, becoming a German expert for the American Federation of Labor. He returned to Germany in 1946, working for the AFL, before renouncing his US citizenship and being elected Mayor.[1]
