Campaigns

Pro-biotech

Lexington provides, or has provided PR and lobbying services to a slew of genetically modified (GM) crop companies: BASF, Syngenta, Novartis, the umbrella group the Agricultural Biotechnology Council (see below), as well as the Crop Protection Association, which represents the interests of the pesticides industry. Lexington also had Monsanto and the Agricultural Biotechnology Council listed among its clients in 2008-09.[1]

Biotech front groups

In 2003, Lexington was hired by the corporate front group the Agricultural Biotechnology Council (ABC). ABC's founder members are Monsanto, Bayer CropScience, BASF, Dow Agrosciences, Dupont and Syngenta[2]. At the same time Lexington hired Bernard Marantelli, a PR operative from Monsanto. Part of his job in 2003 was to run a pro-GM PR campaign for the ABC to educate 'regulators, legislators, retailers and consumer groups'. The budget was £250,000, the same amount of money that was originally proposed for the whole national Public Debate on GM in the UK, held in 2003.[3]

The name of the Agricultural Biotechnology Council also succeeded in creating confusion in the public's mind because of its similarity to the government-appointed Agriculture and Environment Biotechnology Commission.[4]

In early 2008 it was revealed that GM food companies had lobbied the government department responsible for GM to be allowed to hide the locations of crop trials. Lexington confirmed its involvement in this as part of its work covering “all aspects of external communications” for the ABC.[5]

Lexington also works for GM industry lobbying group, CropLife International and was working for CropGen, another biotech front organisation which was run by Countrywide Porter Novelli. The Chair of CropGen is Vivian Moses who is also on the advisory board of the Scientific Alliance, another pro-biotech front organisation.[6]

Pro-nanotech

Bernard Marantelli also convinced about 30 companies to come to a meeting to explore setting up a nanotechnology equivalent of the ABC. The Nanotech Association, which is run out of the same offices as Lexington, was launched in February 2005.[7]

Working for the developers

Lexington is also involved in lobbying government on behalf of developers and the house-building sector, providing services to, among others, Tesco, Peel Holdings, Wharf Land Investment, Places for People Developments, BeeBee Developments and Gladedale. Lexington is able to provide inside political knowledge of the sector at both a national and local level: Director Jo-Anne Daniels previously spent nine years as a senior civil servant at the Treasury, was an advisor to Gordon Brown, and managed and published the significant Barker Review on housing in 2004.[8] Also Richard Thomas, who joined in 2008, was previously Cabinet Member for Regeneration on Southwark Council, with political responsibility for one of London’s largest regeneration programmes, the redevelopment of Elephant & Castle. On taking the job, Thomas agreed with Lexington not to work on matters relating to his previous role with Southwark Council. [9]

Lexington provided UK public affairs consultancy services to Island Gas in 2011, 2012, 2014 [10] [11] [12]and then again from 2016.

From September 2015 onwards it has also listed UK frackers Cuadrilla as a client.[13]

For a while, Lexington and Cuadrilla had the ear of prime minister Theresa May’s closest adviser, Fiona Hill, her joint chief of staff. Hill had returned to Whitehall in July 2016 after a one-year stint working for Lexington. Shortly after, May intervened in the fracking debate, unveiling plans to allow direct cash handouts for households located near shale drilling sites - although campaigners quickly denounced these as ‘bribes’.  

Lexington’s remit includes running the admin and communications of Cuadrilla’s new ‘Community Liaison Group' for the Preston Road site, where work started in January 2017 amid protests.[14]

People

  • Mike Craven, Partner. Craven is a former adviser to the UK's Deputy Prime Minister, John Prescott, and former chief media spokesperson for the Labour Party. Craven is also a former boss of GPC Market Access. It was accused by transparency campaigners in Brussels Corporate Europe Observatory of waging a 'massive disinformation campaign' over its campaign on patenting genes.[15]
  • Ian Kennedy, Partner. Kennedy specialises in issues management and lobbying. He is a former Labour party adviser who worked for senior government ministers while Labour was in Opposition. He worked on both the 1992 and the 1997 election campaigns.[16]
  • Nigel Warner, former government special adviser; fellow of think tank IPPR; prior to joining Lexington, Warner was special adviser to former Labour politician, Mo Mowlam, from 2002-2006 Warner was director at Lexington, in 2006 he became special adviser to Tessa Jowell, in 2008 Warner became Public Affairs Director at ITVplc. Warner is now an Associate Fellow at the Institute for Public Policy Research.
  • Paul Boyfield, Group property director: 'Paul has vast experience as a political consultant focusing on the property and regeneration field across the UK. He also advises companies across all sectors of the property world and is now responsible for Lexington Group's property and local government services. Previous jobs include working as a consultant, working for the European Policy Forum, acting as a researcher in the House of Commons and as a speechwriter for a member of the House of Lords'.
  • Gabriel Abulafia, director; head of property and planning practice in the south; before joining Lexington, Abulafia was an assistant to David Blunkett, Alan Milburn, Stephen Byers and Karen Buck.
  • Christopher Cuddihy, Associate director: Christopher leads the education and skills practice. He advises clients across a range of legislative, public policy, and communications issues within the sector. Before joining Lexington, Christopher was head of communications and public affairs at TSL Education and he also worked in central government as private secretary to a number of government ministers at the Department for Education and Skills.
  • Caroline Nagle, Associate director: Caroline is a corporate communications specialist. Caroline was previously head of communications for the UK Film Council She also worked in government communications and before this worked for the former MEP, Mel Read.
  • Will Sherlock, associate director: Will provides political and regulatory advice to clients in a range of sectors. Before joining Lexington he worked for the Labour Party to support Party's political briefing operation working on economic and business issues. Before the 2010 General Election Will worked in the Department for Business providing ministers with political and media advice on science and innovation policy.

  • Fiona Hill, a former adviser to Theresa May when she was at the Home Office, Hill joined Lexington in 2015 until July 2016, when she was appointed joint chief of staff to the newly appointed British prime minister May. In January 2017 it emerged that Hill had failed in 2015 to consult over her Lexington lobbying role with the Advisory Committee on Business Appointments (ACOBA), which scrutinises moves from Whitehall to the private sector for potential conflict of interests. Tamasin Cave, of Spinwatch, said: :'The contempt she [Hill] has shown for the rules is supportive of a culture in Westminster and Whitehall that sees trading insider knowledge as routine.’ [17]
  • Cath Warren- Head of political intelligence; previously worked for the BBC where she was responsible for political research and data analysis to support the BBC’s coverage of both the 2010 General Election and May 2011 local elections. Before this she was policy and public affairs manager within BBC Learning.

Lexington is based on the top two floors of The Connection, Dragon Lane, Covent Garden, London, a new 3,500 sq.m. office building located between High Holborn and Stukeley Street, wrapped around the southern flank of the old Holborn Town Hall.[44]
