Ledlie worked in Northern Ireland, where according to intelligence writer Stephen Dorril he was a public relations expert working with Maurice Oldfield.[1]

In the early 1980s, he was head of Defence Secretariat 19, the Ministry of Defence division set up by Michael Heseltine to counter the Campaign for Nuclear Disarmament. In this role he passed on MI5 material to Sir Peter Blaker MP.[1]
