Lt Col. Jeremy Railton was head of Information Policy at Headquarters Northern Ireland in 1974.[1]

According to journalist Paul Foot, Railton wrote a document on the Ulster Citizen Army in early 1974 which stated: 'After the assasination of Herron, a decision was taken by IP to conduct a low-level campaign to highlight intimidation, extortion and assassination within the loyalist extremist ranks using the UCA title as a cover'.[2]

Railton would likely have seen an 8 November 1974 memo from Colin Wallace entitled '"Tara" - Reports Regarding Criminal Offences Associated with the Homosexual Community in Belfast'.[3]

Railton was due to appear at Wallace Civil Service Board appeal hearing on 17 October 1975, but missed his flight from Belfast.[4]
